Default Moghul? spear blade on ebay

Nice spear blade with etching. I have one almost identical, though in lesser condition, and wonder where/when/who? Ebay #6510808948

Does no one know more about this piece? I had thought maybe Moghul or Turkish, but information on another thread is saying maybe Persian because of the snake? Is C 19 correct? Mine is brazed together (blade, socket, socket-rim), and the blade appears to be lineal laminate, though due to its tenuous pictorial etching, I dare not etch it to find out.
