I think this is African, Sudanese as in the Fuzzy-Wuzzy and all that. I had something similar which I rather stupidly swapped and then saw one in the Pitt Rivers museum, even with the very same punch used for the decoration. That was some time back but it was a lesson learned, not to dismiss things that do not hit you between the eyes at first glance.

Including the Red Sea coast possibly quite far south. Look at this axe that Henk has or did have. He also got this club at the same time. I have found a picture of a Somali with the same weapon so Red Sea would be a good start.
