Help with Ottoman Yataghan Cartouche Translation

In would be most grateful for any help in translating the cartouche from this Ottoman yataghan.

Hello and congratulations for the lovely piece!
In the first round window, I believe I can identify a date: 1290 AH (1873 AD).
But that's as much as I can help.
