Default Little knife for identification

After years of collecting there come sometimes knives which I never have seen before like this little fellow which crossed my way recently.

Is someone able to place the origin of this little knife? Handle form reminds puukko knives from Sweden, the ferrule reminds Chinese knives, the bone ring at the handle resembles some African knives I've seen.

Very interesting a confusing mix of familiar elements. Look in at the double headed bird at the pommel might provide a clue. The knife does not appear to be from any of the European countries that use the double headed eagle. However there is use of a double headed bird among certain Christians in China { Catholic Order of Saint Augustine} which is believed to still exists in China presently. The knife looks new. Catholic followers of Order of Saint Augustine might be worth investigating? what regions are active?

Also an antiquity from China in the Metropolitan Museum which show the eagle with the crown and it looks like there is a visual device depicting a crown on your knife above the double headed bird.
