The fretwork is reminiscent of the rondha found in keris and other Indonesian weapons, the acid etching is common in various blades produced in East Jawa & along the North Coast of Jawa, the carved hilt could be from any number of places, including East Jawa, the form of the hilt pommel is a similar style to base of Javanese display shafts.

I have never seen anything that is overall the same as this knife, but it does have a number of characteristics that remind me very strongly of the items that were marketed through Pasar Turi in Surabaya in years past.
