In my opinion Gustav is very probably right.
This hilt looks like the core of a silver or brass or mamas hilt & the material is as Gustav has noted, this material is called "jabung".
I would begin work on the blade by washing under warm running water & using a toothbrush & dishwash detergent, pat dry & dry in sunlight, the blade needs to be hot from exposure to sunlight. This might be found to be sufficient, if it is not, I would suggest repeated applications of lime juice (do NOT use lemon), an old soft toothbrush works well for this.
The lime juice is thoroughly brushed onto the blade, then wait for a minute or so, rinse the blade with running water, pat dry with a lint free cloth and repeat until the surface rust has been removed. Dry in direct sunlight between applications.
Very often the application of lime juice will activate any residual warangan that the blade retains.
When the blade is clean, pat dry & drench with WD40, allow to dry overnight.
