I agree it looks like ١٢٢٤ 1224/1809-10.

In the roundel are the names of the Seven Sleepers of Ephesus and their dog.

There is a maker‘s inscription

عمل مصطفی

“Work of Mustafa”

An owner’s inscription reads

صاحب احمد

“The owner, Ahmed”
