Most likely this is a Thai military dress sword. They are the most common you will see on the market which are both old and new. Some are from Sheffield, others from Solingen. Not sure where they are made currently. Following western military tradition it is a dress sword from graduating academy ie. Thai Royal Navy, Army, Air Force or Police.
The symbol you see is of the Royal Crown, which is of Khmer (Cambodian) origin. The Khmer empire at it's height ruled over the regions of modern day Laos and Thailand. When the regions of Laos and Thailand gained independence from the Khmer empire the new ruling powers in Thailand & Laos adopted much from the Khmer royal structure including etiquette, regalia, title structure, language (ie Royal forms of address), Brahmin rituals, etc.
This particular style of crown, I think the style of the rays of light that come from the top of the crown I think most closely match what you see from Thailand.
