Wow you need a license? Here (California) we can own black powder weapons without so much as a background check. I think the only requirement is being 18+ years old. I mean you can't walk around with them (unless transporting gold. And even then probably not the best idea). But on your property, place of legal residence, in your vehicle (if stowed safely), and at a range, it's no issue. shotguns are about as common as a .22 rifle here.
