Late 19th century dress sword, probably French as you pointed out, with the thin dress-type spadroon blade. It is very similar to the m1860 U.S. Staff & Field Officer's sword pattern, but one can also see a similarity in earlier patterns. Although not into dress swords myself, this is a particularly nice example, possibly gold gilded over brass(?), or am I looking too deeply-
