Do you mean the thing with dolphins and a lion head and a cheurb? face?
If so I have no idea what it is. Is it martial? it is showy. It looks like bone? carved like a hoof at the end? Dolphins do not strike as an image of universal military borish bombast.
Perhaps something to do with the church?
