If I decide to try to etch this blade myself , should I try polishing it better first to remove the old polish lines and swirls or should I just do the etching?

Can someone explain the significance of Dots on a blade.By dot I mean what appears to be a hole in the blade filled with a different metal all the way thru to the other side...

I do feel it is from before the 30s for sure as it shows definate signs of age.
There is an oval with some letters, I think, on the other side but it is so faint...
