The "okir" at the base almost looks Moro to me.

Yes that scabbard shape like this one seems indicative of Sulu work, and the ukkil of the other scabbard also seems Sulu.

Yours - a Sulu variant? Different tribe in the region?

I agree with Ian that this is a Maranao manufacture and I agree with his age estimate.

These were picked up later by Maranao and the okir designs would also be Maranao.

For a different perspective how about a more artistic carving from Rapa Nui (Easter Island). Reminds me somewhat of the Moai with their top knot (if the patina is not faked).
