That is also a plausible reading and would explain the little squiggle connecting the lines. It does not look quite right for either number. Luckily it makes not much of a difference in date.

Perhaps it would fit in one of the all metal hilts shaped somewhat like a shamshir hilt, although I have never seen one disassembled.

It is a beautiful blade with an attractive pattern.
