Anybody recognize the marks on this Koummya?

I picked this little guy up recently thinking it was a run of the mill koummya with a nice blade and a missing ferrule. The scabbard appeared to brass in the auction pictures so I got it very cheaply, but after scrubbing at it with some toothpaste it turns out it's silver. There's 3 marks on the ricasso on one side. The lower two appear to be 0's that may have had something inside of them, while the one above appears to be a circle with something written around it. It's too worn down to read. Does anybody recognize it? I assume the blade's of European origin.

The blade's 3mm thick.
