Friend says this is a GI bringback from Europe after WWII. Length 19”. What can you tell us about it?

In my admittedly limited opinion, the hilt triggered a synapse in my brain to fire, and the word "Deccan" came to mind. The blades of most Deccan knives are curved. Your straight blade seems to have Persian influence. To me, it is a beautiful piece. :)

Oh...and it is certainly not European (even though it may have been picked up there)
