GOOD QUALITY UNUSUAL CONGO KNIFE FOR ID AND DISCUSSION PLEASE

This African knife which I think is congo , seems to have a bit of quality compared to others ive seen , the handle looks like it been recovered in hide because when you look underneath it has decorated brass ,also the bottom of the blade is serated.
I would really appreciate any info you could give me concerning origin ,age ,use etc

Teke, Democratic Republic Congo, probably late 19th century
Worn by a person of distinction as a scepter.
